I don't think that there are any objections on this matters (1:50 as it was for ages), it just requires the paragraph for ByLaws and imho, will require the special resolution to be accepted. Or it could stay as the procedure in the (new) handbook. Both cases have own +/-.
Thus, please extend what you mean by formalizing.

If we do not formalize it with a vote, any future executive could simply change this number or ratio as things currently stand.
It is better to vote on this and require a 2/3 majority for future change.
I would tend to prefer to just change the current bylaw and simply transfer the old bylaw into our current bylaw. There might be some good reason to change the ratio in the future but it should be up to the voting members. If we had 10,000 regular members 200+ voting members might get a bit crazy.
