While many claim chess is art, I've never heard of attempts to directly promote chess an an art, say to a government. Note that chess variants (CVs) definitely are an artform, in the creation of new ones (type of pieces, boards, rules) by CV inventors, at least. Meanwhile, here's a link to an article about whether chess is an art (mentions chess as entertainment, in a way [TV, movies, besides as a game in itself], something I've thought worth promoting chess more as, too, e.g. chess theme parks sprung up in US, even, during the early 1970s Fischer boom [if more variety is needed for theme park ideas, chess variants provide endless new piece types and board shapes/sizes; mind sports concept could also provide variety if CVs are seen by many as more of a threat to dilute ortho-chess {though unicorns instead of horses would be one easy non-threatening change/addition IMHO, if chess still played rather than any CVs}]):
