Default Congratulations to Michael von Keitz

Recently 2nd FIDE Council online meeting approved the report of FIDE Arbiter's commission. International Arbiter Michael von Keitz was upgraded to category C from category D.
The report itself is very long (16 pages) but on Appendix C (page 14) you can find a list of recommendations for Arbiter's upgrades.

That one can learn from this report:

    1. Arbiter's commission received 17 upgrade applications and approved 15 of them - almost 90% approval rate.

    2. All but 2 applications were for 1 step of upgrade (from D to C or from C to B or from B to A).

Thanks to Hal Bond for help and advise with this application. Congratulations to Michael von Keitz!

Arbiter's commission also published updated list of FIDE Lecturers for Arbiters. Canada is represented by Hal Bond and Aris Marghetis. There are very few countries with more than 2 arbiters on this list (France, Germany, India and Russia). USA has just 1.
