    I don't see any problem with "above 2000" requirement for Canadian Closed as well.

    I did not count 40 on the official FIDE crosstable, but it was quite close https://ratings.fide.com/report.phtml?event=215032.

    We don't need 40 2000+ players. Number 40 could be even 1200. The average of top 40 must be above 2000.
