An old post of mine:
"The Weather Network (Channel 21 on Rogers Cable) in Ottawa, as supplied by Environment Canada, has been reporting for some days now (at every 10 minutes) that the average daily high temperature for Ottawa since 1 Sep 2020 is 23 degrees C, and that the normal daily average high for the same period is 23 degrees also. The past many days have had highs that have been mostly well colder than that claimed average, as I have felt when going outdoors, or when looking at my outdoor thermometer in the afternoon at odd times - indeed, Sep 2020 has so far (for Ottawa) been colder on average than I seem to recall it has been for years.
Weather data is being falsified yet again by this federal Liberal government, one might be sorely tempted to conclude.
Fwiw, here's The Weather Network's online link (currently set to Sep 2020, Ottawa), which uses a decimal point for the degrees C for the sake of greater 'accuracy' (if you trust the number given) - even then the average daily high from 1 to 10 Sep 2020 works out to 21.28 degrees C, by my calculations:"

Today (29 July 2021) I can add that I've noticed that while the Weather Network (Channel 21 in Ottawa) had shown for weeks their claim that since 1 June 2021 the daily average high has been up 2 degrees C above the average historically (based on the libs' altered Canadian weather records - already making things fishy), July in Ottawa has been notably mild, and for at least a week the Weather Network has not been showing the averages (since June 1, or historical), but leaving a screen conspicuously blank that had formerly shown such. One might be tempted to think again that the Federal Liberals were in back of such trickery.
