08B. Fees for non Qualified Players for WYCC / WCCC

Ordinarily players qualify for the WYCC or WCCC by playing in the CYCC and finishing in the top 3 (including ties). The winners receive funding and the second and third players participate but have to fund themselves. In order to fund the 12 winners, coaches (often 4), head of delegations (2), we use the $150 from each entry fee that goes back to the Youth fund. Recently this has been in the order of $30-$40,000. Having CYCC events of less than 200 players would put our budget in serious jeopardy.

When these rules were put in place we built in two additional methods of qualifying.

1) All other CYCC participants (those not in the top 3) wishing to participate at WYCC are eligible to submit to CFC their applications for participation during 15 days after ending of CYCC. CFC Executive has the right to reject the application if the applicant's level at their discretion is significantly lower than the average level of his/her category at WYCC. All players whose applications are approved will be eligible to participate at WYCC using their own funds plus paying extra fee of $150 to CFC Youth Program fund.

2) 3 top CFC rated players in each category (by January 1st of the current year) if not able to participate at CYCC due to extraordinary circumstances, and wishing to participate at WYCC, are eligible to submit to CFC their applications for participation at WYCC before the start of CYCC. CFC Executive has the right to reject the application at their discretion if applicant's circumstances are not valid and/or exceptional. All players whose applications are approved will be eligible to participate at WYCC using their own funds plus paying extra fee of $300 to CFC Youth Program fund.


In either case the need for the extra funds is because additional players put a strain on the coaching resources as well as the duties of the HoD (sometimes requiring an assistant HoD). In order to put a fairer use or resources, I'd like to increase #1 from $150 to $250 and #2 from $250 to $400. It should be noted that these amounts have been static for about 15 years.

I am planning to put am motion forward to this effect, depending on the discussion received.

This year we are having a problem with a coach dropping out fairly late and having 15 players at both CYCC and WYCC which probably requires two coaches for each team also a HOD for each team. We have two coaches at WCCC. Additional complications are that we had one coach drop out at the last minute and thought we had a last minute replacement but that player also ultimately was not able to go.

Right now we have 15 players and only one coach for WYCC. I believe six of these are official players and one is a player who finished in the top 3. We only pay an honorarium for coaches of $500 and cover expenses which in the case of FIDE trainers is partially covered by the organizers. Unfortunately this year none of the coaches are FIDE trainers so we have to cover their costs ourselves. This will cost us an extra $2000 for each tournament. Bringing in a non-Canadian coach will almost certainly require a fee of at least $2000 plus all the expenses.

A few of the players who are going to these tournaments skipped CYCC to attend NAYCC and/or Pan Ams (they were official players due to their finish at last year's CYCC). I received from the parents of some of these players about the extra fees but declined to waive any fees due to the extra marginal costs that these extra players add to the overall cost (not to mention the time of the CFC office in processing payments and disbursements to the WYCC/WCCC organizers.

Our practice has been to allow everyone to go that wants to go to these tournaments to go. This year we were going to be a little tougher but this got lost in translation because of the tight deadlines and so we got our worst case with 15 players for each tournament which is at least five too many for one coach and probably about seven too many if we want serious coaching to take place.
