I'm having a disagreement with a chess friend:
For a game between a provisionally rated player, and an established player...
... from the point of view of the established player, does it make any difference is the opponent is provisionally rated or not?
To clarify, or at least be specific, if I beat an established 1600 player, or someone rated 1600/5, does the rating calculation change for MY rating.

That's exactly right. To add a further layer of complexity, unrateds are given estimated ratings first, then provisionals are done, then established.
In some ways FIDE has it much simpler eh? Games vs. Unrated do not count towards your rating (it does count for determining their initial rating of course).
