I am new, so perhaps I just am mistaken, but shouldn't anyone to be elected to the executive be a member in good standing (having paid their membership fees) to start with? Or can anyone be nominated and so appointed without that qualification?

That is correct and she is, as of this moment. There is a delay in reporting renewals. The CFC website will be updated at the next rating update.
