In GL # 1, it gives the result of the voting on the motion to accept the 2010 CYCC bid, and defer implementation of the CYCC restructuring to the 2011 CYCC. Here is what it says:

Here are the results of the vote of the Governors to accept Windsor’s bid for the 2010 CYCC Tournament:
Votes For: (22) Armstrong, Barron, Bond, Brodie, Craft, Dutton, Evans, Farges, Felix, Gladstone, Haley, Hughey, Leblanc, Lohner, Ong, Pedersen, Rekhson, Smith, Steer, Van Dusen, von Keitz, Zeromskis
Votes Against (1): Nadeau
Abstentions: (3): Coleman, Craver, McDonald
Total votes received: 26 of 50 eligible to vote [ my emphasis ]for a turnout of 52%.

There are currently named 59 governors for this year ( though one Ontario governor apparently shouldn't be there and has to be recalled ). One Past President Life Governor, Terry Fleming, has no e-mail access. So I calculate that 58 governors should have been e-mailed to vote on the motion by e-mail.

Why does the GL # 1 say only " of 50 eligible to vote " ?

I e-mailed Secretary Lyle Craver for an explanation as to why 8 governors were left out, but he has not replied.

Does anyone know the answer to this?
