It's discouraging to see so many players with "not enough games". Same for the National Team. Has this something to do with the time of year?

For Men, yes, as many will be playing in FIDE-rated tournament this summer (like the Quebec Open and the Canadian Open). For women, I'm afraid it doesn't have much to do with the time of the year (although some might play more games this summer).

When I saw the preview of your post ("It's discouraging to see...") I immediately thought you were going to complain about YET ANOTHER unreadable table...

Although I echo and agree with your sentiments about the number of games issue, I sure wish Ilia would use CT more often and in particular would
view his own posts to see how completely unreadable the intended tables turn out.

Would it be a better idea to take into consideration how active our candidates are instead of how many games they played in tournaments organized by CFC? Just asking...

The reasoning is simple: as long as the candidates for the Olympic team play actively in tournaments around the World, they should be in good shape to also play in the Olympiad. I feel sometimes this requirement is kind of artificial and eliminates good candidates, leaving us with a shallower selection pool.

Valer, IIRC FIDE games also count towards the activity.
