The recent Moscow Open featured in Group D

a YCC-type tournament grouped by boys and girls and ages in 2-year increments from u-8 up to u-16. I don't know if this event had any qualification significance or greater geographical sway. Given the ratings in the Boys' U-16, I'd have to guess that the event did not have any qualifying significance.

The participation tendencies were much like in Canada: entries peaked in the middle age groups, and were larger for boys than for girls. The biggest sections had around 100 entries. One comparison that surprised this Canadian observer was: 48 players in the Girls' Under-8. Only 10 players in the Boys' Under-16.

Given the ratings in the Boys' U-16, I'd have to guess that the event did not have any qualifying significance.
Only 10 players in the Boys' Under-16.

I think, a lot of U16 players just moved to B tournament, where 518 players are.
