1) So, for the upcoming Canadian Zonal, does Shawn count as an IM or "GM Elect" when it comes to other players possibly getting GM norms?

2) Is the timing of the Congress schedule new? Going by memory, I believe Aman Hambleton earned his 3rd norm in December and received the GM title in March of the following year. Were the Congress meetings previously quarterly and have changed to semi-annually or does the timing of the meeting just change each year.
