M-03 Request to waive a transfer fee for an indigent disabled player (PHI->CAN)

DECISION MB-2020-069, taken on 2020-10-08:

" WHEREASFIDE has a Charter mandate to "encourage and support any effort aimed toimprove the inclusion of disabled or differently abled persons in chess events" (Art.2.11) and to "bridge socio-economic divides among individuals and countriesregarding access to chess activities" (Art. 2.12), andWHEREASThe Management Board has examined a request from the Chess Federation ofCanada (CFC), a letter from the National Chess Federation of the Philippines, anddocuments from the FIDE Commission for the Disabled and the QualificationCommission,NOW, THEREFORE BE IT RESOLVED:
1. To waive, for humanitarian reasons, any and all fees due to FIDE for transfer ofGilbert Perez, FIDE ID 5215277, from the Philippines to Canada;
2. To inform the FIDE Council of this decision to waive transfer fees;
3. То facilitate any future transfers of disabled U-2000 players;
4. To instruct the FIDE Elista office to accomplish Mr. Perez' transfer immediatelyupon receipt of the proper documents from the player;
5. To recognize that Mr. Perez is eligible to play for Canada in the First FIDE OnlineChess Olympiad for People with Disabilities and to instruct the Commission for theDisabled to assist the CFC in registering Mr. Perez as a disabled player under the newflag in time for the event. "
