An email that I sent to FIDE tonight:

    October 9, 2020

Dear President Arkady Dvorkovich and Members of the FIDE Management Board,

I would like to thank our FIDE president Arkady Dvorkovich and the management board of FIDE for this wise and kind decision. I would like also to thank the National Chess Federation of the Philippines, the FIDE Commission for the Disabled and the Qualification Commission for making this decision possible. Most of all, I would like to thank Vadim Tsypin for his help in bringing this to the attention of FIDE and helping Gilbert Perez to have this opportunity to play for his new country. You have done a good deed here today.

I and the Chess Federation of Canada are grateful to you all and would like to thank you for the wonderful job you are all doing in these very challenging times of pandemic. I have never been prouder to be a part of the FIDE community.

    Vladimir Drkulec
    President, Chess Federation of Canada

How is a player with a disability determined? Do they provide a doctor's note to the CFC?

That might be one mechanism but there are also other mechanisms such as government ID. We are going down this road for the first time. FIDE will tell us what is required for documentation. We will comply.
