I've seen a new copy of that book, and I like it. However, it seems to have been written separately from any official FIDE body (which may very well be an irrelevant point!). In addition, it was published before the "extra" rule changes that went into effect January 1st. Having said that, this book seems good (I haven't had time to really study it).
