    Default World Youth 2018 (Rapid/Blitz + Classical) - Halkidiki, Greece - Oct (16) 19-31

On behalf of the CFC President and the Youth Coordinator, this is an important message for players in U14 / U16 / U18 Girls and Open.

This year, the classical World Youth Chess Championships that features those age/gender categories will be preceded by the World Youth U14, U16, U18 Rapid and Blitz Championships 2018 which takes place in the same location (Porto Carras resort in Halkidiki, Greece) under the umbrella of the 2018 Halkidiki Chess Festival. This is a new situation for the world and for Canada. There is a lot of potential for confusion, but also a chance for player U14 and up who like faster time controls to excel on the world stage.

On July 12, the CFC has appointed the Acting Head of Delegation for Team Canada.

We ask the players and parents to familiarize themselves with rules, regulations and deadlines, then to send notices of intention to the Acting HOD. Details follow.

The 2nd FIDE World Youth U14, U16, U18 Rapid & Blitz Chess Championships will be held in Porto Carras, Halkidiki, Greece, from 16th of October (arrivals) to 20th of October 2018 (departures).

The World Youth Chess Championships 2018 will be held in Porto Carras, Halkidiki, Greece, on the northern coast of the Aegean Sea from 19th of October (arrivals, technical meeting) to 31st of October 2018 (departures).

The tournament Web site is not yet active as of 2018-July-11.

    Official document for the WYCC.

Official document for the World Youth Rapid and Blitz.

The all-important Article 712 of the CFC Handbook in in its entirety; explains how official and additional players are selected.

This is the list of players from the 2018 Quebec City CYCC who are covered by provisions in 712a) and 712b):

The CFC Board of Directors will discuss, adopt and communicate publicly a policy on the participation in the World Youth Rapid & Blitz shortly. For now, it is understood that every player invited or additional player who is part of Team Canada for the main, classical, event would be welcome to Team Canada for the run-up event. Attention parents: fees and charges for the two events are separate; please study closely both documents at the links above.

All registrations for both events go through the CFC and will be handled by the HOD. As per the regulations, "The deadline for registration is 20 August 2018". Attention: this is the absolute deadline for the federation to submit all documents from dozens of team members in a single batch. An internal deadline when the CFC needs to receive everything from the parents (names, passport copies, payments, flight data etc.) would happen much earlier, probably around August 07.

The "15 days after ending of CYCC" end on July 20. As per 712d), please communicate your intention to become an official or an additional player at the World Youth to the Acting HOD:
    wycc2018greece(at)gmail(dot)com
by July 20. These messages will be accessible to the CFC Youth Coordinator Undriadi Benggawan as well.

Good luck! Halkidiki is a wonderful place and many Canadian families have great memories of the previous WYCCs (non-split yet) that were held there. It is time for a new generation of Canadian junior chess players to take over. Come one, come all. Go Canada go!

    712.Participation in the World Events:

    INVITED PLAYERS

    a) Canadian Youth Chess Championship (CYCC) is a qualifier to international youth chess competitions.

Top 3 finishers in each section are qualified to become official representatives for:

    1) World Youth Chess Championship (WYCC);

    2) Pan American Youth Chess Championship;

    3) North American Youth Chess Championship.

If the winner is unable to participate at WYCC, this fact shall be announced on the public CFC forum as soon as it becomes known.

If the winner is unable to participate, the second place finisher shall be invited to go in his place. If the second place finisher is unable to participate, the third place finisher shall be invited to go. If the third place finisher also declines, the highest finisher in the tournament who is willing to participate in the world event (if not rejected by CFC Executive due to the sub paragraph (d)), shall be selected. The CFC Board of Directors shall use an appropriate tie-breaking method to break ties if required to determine the order of finish.

All official representatives to WYCC should receive financial support from CFC to reduce their travel expenses.

    b) Players with the Special Rights according to FIDE rules will be eligible to participate at WYCC notwithstanding their participation at CYCC. In case of participation at CYCC, CFC will pay the cost of transportation for such players to WYCC in full.

    ADDITIONAL PLAYERS

    c) 2nd and 3rd prize-winners (including tie-breakers for 2nd and 3rd places) in each category will be eligible to participate at WYCC using their own funds.

    d) All other CYCC participants wishing to participate at WYCC are eligible to submit to CFC their applications for participation during 15 days after ending of CYCC. CFC Executive has the right to reject the application if the applicant's level at their discretion is significantly lower than the average level of his/her category at WYCC. All players whose applications are approved will be eligible to participate at WYCC using their own funds plus paying extra fee of $150 to CFC Youth Program fund.

    e) 3 top CFC rated players in each category (by January 1st of the current year) if not able to participate at CYCC due to extraordinary circumstances, and wishing to participate at WYCC, are eligible to submit to CFC their applications for participation at WYCC before the start of CYCC. CFC Executive has the right to reject the application at their discretion if applicant's circumstances are not valid and/or exceptional. All players whose applications are approved will be eligible to participate at WYCC using their own funds plus paying extra fee of $300 to CFC Youth Program fund.

Exciting news: the CFC has asked the inimitable Christina Tao to step in as the Acting HOD for Team Canada at World Youth in Greece during the registration phase, and Christina graciously accepted.

As most of long-time chess parents know - and the new ones will be lucky to learn in the coming months - Christina has been a veritable den mother for scores of Canadian juniors and their families. Christina Tao has been HOD for Canada at various World / PanAmerican / continental youth chess events. Her selfless work, empathy and the highest degree of professionalism earned her universal respect in the Canadian and international chess community.

Please note that at present Christina is extremely busy as HOD for Team Canada at the PanAmerican Youth Festival in Chile. The delegation leaves on July 19 and returns on July 31. Despite her many other obligations, Christina agreed to be Acting HOD for Greece and to groom and train a person who will be HOD on-site during (two) tournaments. Please respect her time. Please try to send all notices of intention to play in Greece _before_ the Canadian PanAm delegation leaves on July 19, and respect other deadlines and requests for additional documents that she may set. It is up to all of us to chip in and help her in this very demanding and stressful role.

This is the all-important e-mail address:
    wycc2018greece(at)gmail(dot)com
It will be maintained by our Acting HOD Christina Tao; while she is in Chile, Undriadi and I will have backup access to this account as well. Please send your notices of intention to play in the 2nd FIDE World Youth U14, U16, U18 Rapid & Blitz Chess Championships and/or in the World Youth Chess Championships 2018 right now.

Remember a very important practical consideration: Porto Carras resort includes a series of official hotels, some of them quite far from the actual playing venue. If the team is built and registered quickly, it would have a good shot at a block of rooms in a hotel that is closest to the playing hall. Believe me, this becomes crucial as the rounds drag in past 6... 7... 8... 9....

A reply to a frequently asked question we are receiving:

Different provinces have different vacation schedules and the earliest slot available for a youth national championship in Canada is July. Thus, due to the vagaries of the international calendar, the CYCC winners become official players for the WYCC/WCCC in the same (2018) calendar year - while the 2nd- and 3rd-place finishers usually are eligible to become official players for PanAm / NAYCC in the _next year's_ cycle (in our case, 2019).

    Rapid & Blitz: Oct 17-19.
    Classical: Oct 20-30.

Team Canada has eleven players. A lot of thanks to the CFC Youth Coordinator Christina Tao, the HoD on-site Wendy Matsubuchi and coach Vlad Jianu who created a wonderful experience for players and parents.

Pairings and results for Team Canada (not a random link as above).

    Official FIDE photos.

The FIDE President's whirlwind visit to Greece was a huge success, with two closing ceremonies, one opening ceremony, a hotly contested soccer match, and hours of fruitful negotiations.
