    L’organisateur, la Fédération québécoise des échecs (FQE), est fier d’annoncer que le site Web dédié au CYCC 2018 a été rendu opérationnel.

    Tout le monde est bienvenu de consulter l’horaire et rechercher l’hébergement. Les parents dont les enfants ont déjà qualifié pour le CYCC (les droits personnels, les tournois qualificatifs, …) peuvent les inscrire en ligne en profitant d’un prix bas en vigueur avant le 1er avril.

    The organiser, the Fédération québécoise des échecs (FQE), is proud to announce that a dedicated Web site for the 2018 CYCC has gone live.

    Everyone is welcome to study the schedule and to examine accommodation options. The parents whose children have already qualified for the CYCC (personal rights, regional qualifiers,…) can register the participants online starting from now and to benefit from a low introductory rate available until April 1st.

    Veuillez noter que la cadence pour toutes les sections du CYCC sera "90 min/mat + 30 sec. incrémentation depuis le début".

    Please note that the following time control will be used in all sections of the 2018 CYCC: "90'/end + 30" incr. starting from Move 1".

Le CYCC est la compétition échiquéenne la plus prestigieuse pour les jeunes au Canada. On behalf of the organizer, the Fédération québécoise des échecs (FQE), it is a great privilege for me to invite all of you to take part in the 2018 CYCC that will take place in Quebec City on July 01-05. The CYCC is the most prestigious youth chess competition in Canada. It is also a pathway to all international youth chess competitions that determines official representatives for the World Youth Chess Championship (WYCC), the Pan American Youth Chess Championship and the North American Youth Chess Championship.

    We strive to update the list of registered players for the CYCC every Friday. Registered players are sorted on top of the master list of qualified players. The information can be accessed via the following page at the main CYCC site or via a direct link.

    We have entered the next phase in the event preparation. The actual tournament files for all 11 sections were created according to their various rating rules, populated with preregistered players and have been put live today. From now on, these files become the official point of reference. What does it mean in practical terms?

    1) I will continue to maintain the national master list of qualified players and to add new players’ names once they are approved by the CFC. However, all information about registrations has been removed from this spreadsheet. Instead, links to the actual tournament files are featured prominently.

    2) On week-ends, I will be updating the actual tournament files for the CYCC and CO with the new registrations received from the organizer, the FQE.

    3) The following static link provides an alphabetical list of registered players across all CYCC sections.

    4) The individual section links are accessible from a main link above). Please urge the parents to verify all details for their children. I encountered about eight cases of CFC database having several players with the (Last, First, Province) identical to what was supplied to the FQE at the registration. It is crucial that parents verify the CFC IDs and advise us of any mixups.

    Dear players and parents,

    The Fédération québécoise des échecs, the organizer of the 2018 CYCC, is pleased to welcome you all to Quebec City. We are looking forward to connecting with each and every one of you personally and to provide useful information that would ameliorate your tournament experience. Let’s start by reviewing competition rules and format in detail.

    I. The Canadian Youth Chess Championships (CYCC) 2018

    Sections
    There are twelve (12) sections in this tournament, by FIDE age category and gender. The age cutoff date is January 01, 2018. Thus, this is how different birth years determine the section placement (please check that your child is registered in the proper one!)
    Girls U-18, Open U-18: born 2000, 2001
    Girls U-16, Open U-16: born 2002, 2003
    Girls U-14, Open U-14: born 2004, 2005
    Girls U-12, Open U-12: born 2006, 2007
    Girls U-10, Open U-10: born 2008, 2009
    Girls U-08, Open U-08: born 2010 and later

    As per the CFC Handbook Art. 702, “When there are less than eight players for any category, then one or more categories shall be combined so that there are no less than 8 players in the combined category. […] Where the shortfall occurs in the girls U18, it is recommended that this section be combined with the girls U16.

    Player ratings
    Section composition is determined by age and gender. Ratings are used for pairings purposes only, in the following manner:
    - for a player residing in Quebec - FQE rating will be used;
    - for a player residing elsewhere in Canada- CFC rating will be used.
    The rating freeze date is June 22, 2018. No changes in player ratings after that date will be taken into account for the CYCC.

    Rating the results
    The following sections will be rated with FIDE, the CFC and the FQE:
    Girls U-18, Open U-18, Girls U-16, Open U-16, Girls U-14, Open U-14, Girls U-12, Open U-12.

    The following sections will be rated with the CFC and the FQE:
    Girls U-10, Open U-10, Girls U-08, Open U-08.

    Registration cut-off
    As per the CYCC Web site, June 25 is the last day to register online for a price of $300. For any registration requests coming after this date, a surcharge will be levied and a half-point bye in Round 1 may be given at the sole discretion of the organizer.

    Memberships
    Players need to have valid CFC or FQE membership or to purchase it on-site with a surcharge before the start of the tournament.

    Format
    Regular Swiss, seven (7) rounds.

    Time Control
    (90 min / end + 30 sec. increment starting with Move 1) in all sections.

    Playoffs
    Playoff games will be used only to determine the first place in a section, if needed. All other places will be determined by tiebreak criteria (see further below).
    Playoff format: two games of (15’/end + 10” incr.) followed by, if needed, two/four/six games of (5’/end + 3” incr.).

    Schedule
    Sun, July 01 19:00 – Opening ceremony.
    Mon, July 02 10:00 – Round 1. 15:00 – Round 2.
    Mon, July 03 10:00 – Round 3. 15:00 – Round 4.
    Mon, July 04 10:00 – Round 5. 15:00 – Round 6.
    Mon, July 05 10:00 – Round 7. 15:00 – Playoffs (if needed) / Prize ceremony.

    Forfeit time
    If a player doesn’t arrive at his/her chessboard 60 minutes (i.e., one hour) after the start of a round, their game will be forfeited, the result “0F” will be entered, and they will not be paired for subsequent rounds.

    Recording the moves
    As per FIDE Laws of Chess, Art. 8.1.1:
    In the course of play each player is required to record his own moves and those of his opponent in the correct manner, move after move, as clearly and legibly as possible, in the algebraic notation (Appendix C), on the ‘scoresheet’ prescribed for the competition.

    Dear parents, please have your children practice recording the moves well before the tournament.

    If a player in a non-FIDE-rated section (Girls U-10, Open U-10, Girls U-08, Open U-08) is unable to record the moves due to disability or young age, his parents or legal guardians need to advise the organizer in writing by June 25. In such cases, a player might be granted an exemption from the move recording requirement but will forfeit his right to any claim that is normally made based on scoresheet data (e.g., triple repetition).

    Marking the results
    When the game is finished, each player shall clearly mark its result on his or her scoresheet as “1-0”, “½-½”, or “0-1” and to sign this scoresheet. Then, the player shall cross-sign his opponent’s scoresheet and ask his opponent to cross-sign his. Once both scoresheets have results and two signatures, players shall remain seated and raise their hands without talking in order to attract the attention of a section arbiter. The section arbiter will come to the table, check the result, indicate it on the official pairings sheet, and will collect both scoresheets. The players can only leave when a section arbiter tells them so. If one or both players do not follow this procedure and leave before a section arbiter allowed them to do so, the result of the game can be entered in any way including “0-0” in the sole discretion of the Chief Arbiter.

    Dear parents, please explain this requirement to your children and “role-play” with them the end-of-game situation, taking upon yourself first the character of your child’s opponent, then that of a section arbiter.

    Electronic devices
    As per FIDE Laws of Chess, Art. 11.3.2.1, any electronic device has to be stored in a player’s bag and to be switched off completely. Game forfeit is an automatic penalty if player is found to be near any kind of a non-stored electronic device during the round anywhere in the playing venue, including toilets.

    Playing Venue
    As per FIDE Laws of Chess, Art. 11:
    - The ‘playing venue’ is defined as the ‘playing area’, rest rooms, toilets, refreshment area, area set aside for smoking and other places as designated by the arbiter.
    - The playing area is defined as the place where the games of a competition are played.
    - Only with the permission of the arbiter can:
    o a player leave the playing venue,
    o the player having the move be allowed to leave the playing area.
    o a person who is neither a player nor arbiter be allowed access to the playing area.
    - During play the players are forbidden to use any notes, sources of information or advice, or analyze any game on another chessboard.

    Spectators (including parents) are not allowed to be present in the playing area when games are underway. Spectators are not allowed to communicate with players anywhere in the playing venue (e.g., in the toilets or in the hallway).

    Photographs
    We will warmly welcome you to take photos before the start of every round. All spectators, including parents, will be asked to leave the playing area five minutes before the scheduled round start. An official CFC photographer will attempt to take photos during the rounds and to make them available to parents and players.

    Tiebreak criteria
    As per FIDE recommendations and the FQE rules, the following tiebreak criteria will be used.
    For all regular sections that are played as individual Swiss tournaments.
    1) Direct encounter
    2) The greater number of wins
    3) The greater number of games with Black (unplayed games shall be counted as played with White)
    4) Buchholz Cut 1
    5) Younger age (i.e., a later date of birth confirmed by a government-issued ID).

    In case a section has eight players only and is played like a round-robin:
    1) Direct encounter
    2) The greater number of wins
    3) Sonneborn-Berger
    4) Buchholz Cut 1
    5) Younger age (i.e.. a later date of birth confirmed by a government-issued ID).
