Default FQE bid for 2018 Canadian Open and CYCC

This is a truly outstanding bid but something important is missing. As one of the 3 Canadian IA who has attended the FIDE Anti-Cheating seminar I will remind everybody that

Organizers are required to identify the anti-cheating measures used, when registering the tournament with the FIDE QC
Organizers applying for waivers from implementing anti-cheating measures must do so to the ACC, at least 4 weeks before the start of the tournament.

Those rules have already been voted but are applied too leniently according to the ACC. At the next FIDE AGM, there will be an attempt get a positive vote to strictly enforce those rules which would deny rating of non-compliant tournaments.

Anti Cheating is a vital necessity for all norm tournaments and it is even more important for national championships. Metal detectors, usable cameras (those of the hotel security are usually NOT usable for the enforcement of the Laws of Chess because they are there solely to prevent criminality) and qualified security personnel are not free.

The bid should be accepted because that can be easily fixed.

Note : all norms tournament in Canada in which no anti cheating device will be used should ask for a waiver from the ACC. If your tournament does not have at least one of those,

    Hand-held security metal detectors

    Walk-through metal detectors

Automatic electro-magnetic screening devices for metallic/non-metallic items

    Closed circuit cameras

you should ask for a waiver.

Cell phone jammers are illegal in Canada and are no longer recommended by FIDE because they are illegal in too many countries.
