    Rating Auditor's Report:
    The system is still in equilibrium. As of 31 Dec 2015 (most recent quarterly data):
    - average rating of all players over 1200 active in the past 12 months = 1724
    - 5 year range 1715 to 1750

    - average rating of all players over 1200 active in the past 36 months = 1697
    - 5 year range 1685 to 1710

    - median rating of top 100 players = 2356
    - 5 year range 2336 to 2356

    March 2016 FIDE Report
    Greetings from Moscow!

    Player Titles:
    Congratulations to Zong Yang Yu and Tanraj Sohal for earning their FM titles. The CM title was awarded to Roman Jiganchine.

    Arbiter titles:
    The title of International Arbiter has been awarded to Stephen Wright and Michael von Keitz. Andrei Botez has been awarded the FIDE Arbiter Title. Henry Chiu is expected to be awarded the FIDE Arbiter during the Presidential Board meeting her in Moscow later this month.

    Olympiad:

    Selection Rating List - In light of the late change of dates for the Baku Olympaid, the CFC Executive agreed to extend the rating cut off for all players to March 16, which was consistent with the original Olympiad dates. The final selection lists will be published presently and invitations will be sent within days of this publication.

    Selection Committee – I am pleased to report that IM Brian Hartman has agreed to return to the Chair of the Committee. FM Richard Berube and FM Vlad Pechenkin have also returned to serve on the Committee.
    FIDE News:

    FIDE suffered another rough financial year in 2015. Accordingly a number of Commission Budgets have been cut and a reasonably strong result is forecast for 2016. The Olympiad, Candidates and World Championship Matches will all contribute positively to the bottom line.

    Kirsan Ilyumzhinov is here in Moscow enjoying the Candidates Tournament as a guest. He is expected to attend the Presidential Board meeting later this month but no changes are expected with respect to his status. Presidential Candidates for 2018 have yet to be identified.

    Hal is extremely knowledgeable with respect to FIDE and I can't imagine how much more complicated our jobs would be without him there knowing where all the levers are in our interactions with FIDE. Thank you Hal for your report.
