    New Agenda Item for discussion only.
    CFC/FIDE/USCF/FQE Rating Gaps. Many CFC players have more than one rating. It is not uncommon for a CFC member's other rating to be more current and hence more accurate than their CFC rating. This issue was brought forward to me by John Coleman who observed that many of the juniors in the Windsor area play more USCF games than CFC games and because they are improving rapidly, their CFC rating is significantly lower than their USCF rating.
    I would like to know if there is any support for an amendment to the Handbook to allow a CFC member to request that their rating be adjusted to match their FIDE/USCF/FQE rating? There would be, I imagine a specified differential (200 points?), a need to establish that the other rating is more "current" and a fee ($25?). The process would have to be worked out but before I go any further on this I'd like to hear if there is general support for the concept before I consider whether to table a motion at a future meeting.

    5.1 Garland Best's motion proposed at last meeting for appointment of class A voting members


    In any year the number of class A voting members eligible per province or territory will be one class A member for the first fifty or part thereof of class B members in said province or territory as of April 30 of the immediately proceeding fiscal year, and one additional class A member for each subsequent fifty or part thereof.


    Class A members will be nominated by provincial or territorial affiliated associations. All persons nominated must be class B members in good standing, must be a Canadian Citizen or a permanent resident in Canada, and must be 18 years of age or over to qualify.


    The Executive Director, full-time employees of the Chess Federation of Canada, and any part-time employees who receive a substantial fraction of their income from such employment are inelegible for Class A membership.


    All those nominated for Class A membership shall be granted class A membership effective at the convening of the incoming assembly of the annual meeting of the Chess Federation of Canada. Class A membership lasts for approximately one year until the commencement of the incoming Assembly at the annual meeting in the following year.


    Where a provincial or territorial association fails to nominate someone for class A membership, then the existing class A members may nominate some or all of that province's or territory's Class A members at the annual meeting, or may defer the decision to the President.


    In addition the following persons are also granted class A membership provided said person also fufills the requirements for class B membership.


    - the past Presidents of the Federation who have served as President for at least two full terms. A term is that period between one annual meeting and the next.


    - the past Presidents of the Federation who have served as President for at least one full term in the immediately preceding five years.


    - the chairman of the Board of Trustees of the Chess Foundation of Canada.


    - the President of the Canadian Correspondence Chess Association.


    - the reigning Canadian Closed Champion.


    - the runner up at the Canadian Closed.


    - the past Presidents granted the life title of Governor at Large as at September 1994.




    Any class A member who has failed to maintain class B membership status shall have his/her voting privileges suspended. Once suspended, the member and related provincial association shall be notified and requested to bring his/her membership into good standing not later that 30 days from his/her expiration of membership. In the event that the membership is still not in good standing 30 days after suspension, the Class A voting membership will be revoked.


    If at any time between annual meetings a person loses class A membership status, the membership remains unfilled until the next annual meeting.

    418. Dropouts. If a player does not advise the director that he has withdrawn from a tournament and subsequently loses a game by default, that game is treated like a game actually played and is rated, except when both opponents fail to appear for the game. A defaulting player must not be paired for subsequent round unless he is reinstated at his request.

    433. Report. Rating reports should include the name and CFC number of all players. Address changes should be noted on the membership - not the rating - report.
    It is not necessary to submit a record of the moves of a game in any rated event. We only need to know the results.
    It is not necessary to redraw the crosstable in order of finish. Please use consecutive pairing numbers, starting at 1. Avoid for example, pairing numbers such as 22A.
    Games marked F or D (for Forfeit or Default) will not be rated (rule 418) unless they are also marked R (for Rated).
    Forms are available free of charge for reporting all events, and memberships collected.
    An event will not normally be rated if the report is received more than three months after its end. A report should be submitted within one week of the end of an event.

    418. Late Arrival Forfeits and Undeclared Dropouts. If a player either forfeits a game by arriving late or does not advise the TD that he/she has withdrawn from a tournament and subsequently loses a game by default, that game is treated like a game actually played and is rated. If the TD deems that circumstances beyond the individual’s control prevented the defaulting player from attending, that player may be awarded a zero point bye or half point bye at the TDs discretion. A game is not rated when both opponents fail to appear for the game. A defaulting player will not normally be paired for subsequent rounds unless prior arrangements are made with the TD.

    Could you please include in the Agenda appointment of CFC Youth Committee members?
    We have discussed this issue at the Greater Toronto Chess League AGM, and nominated 3 parents of young chess players for the CFC Youth Committee.
    Hopefully, others Ontario Leagues and others provincial associations could nominate their representatives as well.

    So let me get this straight. You elected persons to a CFC committee that does not exist at this moment at a meeting of an organization which is not affiliated with the CFC some seven weeks ago without proper notification to governors or members and you wish to strike this committee in the middle of last minute preparations for WYCC oh and by the way everyone should scramble and make their own nominations to this committee that does not exist at the moment. Further this information was available to you more than seven weeks ago and you chose not to mention it until after the agenda for the AGM meeting had been set and emailed out to the voting members that I have email addresses for.

    Under the provisions of the NFP act there are specific statutory requirements for notifications of meetings which have been met and cannot be met for this agenda item which would have required sponsorship from one of the directors and a minimum notice of twenty one days.

    My suggestion is that you have the parents in question send an email to Frank Lee the youth coordinator and myself indicating their willingness to serve on a youth committee. We can always use more volunteers.

    Was the committee dissolved? Or was it only dysfunctional because of the lack of the leadership?
