    In 2014, the WYCC is September 18 to 30th in Durban, South Africa. I am not sure that we need to change the traditional early July CYCC date based on that though there is nothing preventing an organizer from basing their bid on any dates that they wish. The problem with FIDE is it seems to change things based upon a whim regardless of how it mucks everything else up. September 18th to 30th makes little sense for North American kids.

    The Europeans have their YCC at the end of September and beginning of October this year and at the end of August and beginning of September for next year. The EU have their YCC at the end of August and beginning of September this year and the end of August next year. It would seem to allow insufficient time to send teams to South Africa. Also the World Junior and World Youth Chess Championships overlap in 2014. I guess the younger participants have to choose one or the other.

    Has this motion been ruled Out of Order or are we actually going to vote on this?

    If this is being voted on, the very real problem with this is that, especially for kids, the ratings are not homogeneous across the country.

    If the mover and seconder are willing to table their motion, I might suggest we call an "emergency" meeting once the dates become clear. This being if they remain unchanged from the original schedule. If they are moved to December, as seems to be forecasted, we can wait until April to reopen the issue.

    FIDE creates calendar based on opinions of National federations expressed at FIDE Congress.
    Maybe Hal could shed some light on the process.

    contains recommended month for every major FIDE event going forward.

    In particular interest for us:
    May - North American Youth Championships
    June - PANAM Junior U20 C'ships
    July - PANAM Youth Festival & Blitz
    August - World Youth Championships
    September - World Junior U20 Championships
    October - American Continental Championship, PANAM Schools Festival
    November - PANAM Women's Championship
    December - Pan American Team Championship, PANAM Universities

    2013 and 2014 - are transitional years, and FIDE allows many deviations from these recommendations.
    From 2015 going forward expect to follow this schedule more closely.

    I second Les' suggestion that the motion be adjourned over to the 2013 Spring ( April ) Governors' Meeting. It seems there is sufficient evidence now that the WYCC is moved to December, and that this motion is unnecessary. The Spring Meeting can then be canvassed as to whether it gives permission for the motion to be withdrawn and taken off the agenda.

    Unhappy WYCC over Christmas?

    I have just been talking with a CYCC parent ( Victoria Jung-Doknjas ) on Facebook. She has been to our meeting and for the first time seen the information about the change of the 2013 WYCC to the 2013 Christmas holidays ( including playing on Christmas? ).

    She has severe concerns about this from a family dynamics point of view, and the place of Christmas in the lives of those who celebrate it. She sees the possibility of families who want to have their child play, perhaps being divided over Christmas, some home, some away.

    She asked that the Governors' consider this problem, and asked if the CFC FIDE Rep., Hal Bond, might be authorized to raise this as a Canadian concern with FIDE ASAP. Though the FIDE Calendar seems to have been revised, there does not yet appear to be any formal FIDE announcement on this. Might there be time to cause a FIDE reconsideration of this?

    If we want to enter into the calendar equation holidays like Christmas from around the World, we could end up way short of periods of time when WYCC could take place and accommodate everyone... I know Victoria personally and I think her point this time is a bit far fetched. We cannot have the cake and eat it too...
