I guess the question is, are they actually that strong, or is this the effect of a ratings pocket?
Since all the play was in Columbia I'm going with the ratings pocket idea.
I wonder if FIDE has planned for problems such as this as well as the deflationary pressure of having sub-2000 ratings? I seem to recall Hal or one of the other recent FIDE reps saying that not a single country on the Ratings Commission at that time had their own rating system.
Anyway, it will be interesting. Of course as a chess fan, I actually hope that these kids are for real - and start playing again!
