    The Quebec Open was played in Montreal, Quebec from July 21-28 at Brébeuf College. It was a 9 round swiss in 5 sections.

    Invitational Section Winners ( 32 players, including 9 GM’s ; 3 Can. GM’s participated – Kovalyov; Sambuev ( Canadian Champion ); So ) - Wesley So, the winner, is a Canadian playing for Philippines. Anton Kovalyov is a Canadian, playing for Argentina. Three other Canadians also finished in the top 8:

    Default Further Info on Anton

    I have recently been in contact with GM Anton Kovalyov, and he provided me with a bit more personal information, that may be of interest to Canadian chess players. He confirms he is a Canadian permanent resident, and has been since he first took up residence in Canada. Though he is currently under the Argentine Federation, he has always been a Ukrainian citizen. But he is now in the process of applying for Canadian citizenship. He is also in process with FIDE of transferring to the Canadian Federation, but it will not be effective for a while. He is playing in the Canadian Closed in Montreal in August. In another thread, Hal Bond has confirmed that should Anton win the Canadian Championship, FIDE will transfer his federation to Canada in time for Anton to represent Canada at the World Cup in 2013.

    Default Canadian GM's & Permanent Residence

    Wikipedia - " A Permanent Resident in Canada is someone who is not a Canadian citizen but who has been granted permission to live and work in Canada without any time limit on his or her stay. A permanent resident must live in Canada for two y...ears out of every five or risk losing that status.

    A Permanent Resident holds many of the same rights and responsibilities as a Canadian citizen, among others the right to work for any enterprise as well as for the federal or provincial government (under restriction of access rights to certain regulated professions). The main differences are that residents cannot:

    vote in elections in Canada;
    run for elected office;
    hold Canadian passports;
    In addition, they may be allowed to join Canada's armed forces if the national interest would not be prejudiced.

    Permanent residents also risk deportation for serious crimes committed while resident in Canada. Permanent residents may apply for Canadian citizenship after three years in Canada; however this is not mandatory. "

    This is the current status of GM Anton Kovalyov, Ukrainian citizen, playing for Argentina, in process of applying for Canadian citizenship, and for transfer to the Canadian chess federation. It also applies to GM Wesley So, Philippine's citizen, playing for Philippines.

    Webster University, St. Louis, USA ( where Susan Polgar has her SP Insitute for Chess Execellence - SPICE ) freshman, GM Wesley So, wins strong World Open Blitz! Wesley will be interrupting his studies, to lead the Philippine's chess team at the Chess Olympiad this Fall.

    Hi Serge:

    At this point I have to pass the ball to Hal Bond, CFC FIDE Rep., who is apparently handling the FIDE transfer file re Kovalyov, and the organizers of the Closed, who have posted that they thenselves have checked with FIDE, and been assured Kovalyov will be transferred in time for the 2013 World Cup, should he win the Closed.

    Your questions seem reasonable, and hopefully there are adequate answers to satisfy you from those in charge.
