So here's what I see.
The AC is responsible for:
1. Providing training and certification for Canadian TDs, both as Arbiters and Organizers.
2. Providing mentoring and responding to general questions and concerns.
3. Assistance in guiding candidates towards FIDE titles: FA, IA and IO.
4. Maintenance of the FIDE lists of Canadian Arbiters.
