Are there incoming governors participating in the outgoing Governors meeting?

I looked at the sign-in list and it appears everybody there was a member of the outgoing board.
All outgoing Governors who have been re-elected are incoming Governors as well
Like any other member, Incoming Governors who were not members of the 2013-14 Assembly may read the Outgoing procedings but not post or vote.
