9000$ for the rooms? This seems insane... I would highly suggest to negociate that with the hotel... The saved money could be used to hire more arbiters and organize activities (simuls)... But that's up to them.
Also, hotels usually offer free wifi, tables and table cloths (just make sure it's in the contract!).
Any idea of the rooms cost?

I think the CFC should ask that the CYCC and CO should be bid on together. That model works well.

"Rated by: CFC, FIDE where possible" - FIDE requires to register tournaments in advance. Also your advertisement will be more clear what sections will be FIDE rated.
Standard bid template asks for time control, entry fees (this probably is 225$ taking from a budget math)
Time control is the standard which is game in 90 plus increment of 30 seconds per move.
Entry fees are the standard $225 as per handbook. The $8000 is if no one stays in the hotel. Prices are $120 which is the standard for nice hotels in the city. The hotel has the best view in Windsor. It is across the street from the river and parks that stretch for miles. There is a water park about 100 feet or so from the hotel which the kids will love. There is the Art Gallery of Windsor next to the water park. Shops and restaurants nearby. Downtown has more amenities than 2010.
Its probably possible but we'd have to get a strong signal that people would come then. The WYCC in Greece will be well subscribed with kids and parents that want to attend. There are actually several balls up in the air but a decision will have to be made soon on a date and which site (we can use the attached convention space at the St. Clair Performance Centre which are quite nice. The space used in 2010 is also available and actually also offers a nice view out the windows.

A March break weekend was suggested. March Break is not standard across different Canadian school boards, but missing a couple extra days of school, even if they were not March Break holidays, was considered a perfectly acceptable option."
Vadim Tyspin kindly did some research for me that showed that every March/Spring break is different across Canada. The best we could hope for was to overlap one weekend between Ontario and Quebec and leave the other 8 provinces and the various territories out in the cold. Also at March break the flight prices go up. I will talk to people at the CYCC in Montreal but it looks difficult to change unless we can convince 10 provinces to synch their vacation schedules.
