FIDE still has him listed as an IM.

AFAIK, he has the norms but needs to get over 2500 -- that's "only" 23 points, and he got 14.8 in Serbia, so one more good tournament could do it...

... or is there something I don't know here? (wouldn't be the first time)

From what I understand, he'll be GM by the end of March, so in time for the Zonal.

And IM Nikolay Noritsyn has also registered!
