Motion 5B2. Motion #2. Formula for ranking payers.

a. The composition of the Teams shall be determined by formula, calculated 5 months before the start of Olympiad.

b. The formula takes the last published rating as a base for the Teams.

I'm having trouble following this clause exactly. By last published rating, are we referring to the last rating published on or before 5 months to the start of the Olympiad?
And is this FIDE or CFC? Or by last published rating, do we mean both ratings, with the relevant rating determined by the formula chosen?

If the team is chosen by FIDE rating, it would be the last FIDE rating.
If the team is chosen by the average of the CFC and FIDE rating, it would be the last CFC and last FIDE rating.
