Neil does not currently fulfill the requirement of being a CFC member.

Specifically what Fred means is that the CFC website shows Frarey's membership as having expired in 2010 so he's a former member not a current member.

(In general we take the website as official though I have received information from the Exec Director this week of two VMs who have renewed their membership within the past week)
