BCCF die.

You mean BCCF is dead or you wish to be dead?

In any case, one thing that maybe is not clear for you Jack: BCCF is volunteer based, that means if you don't like something or you want to do it better, you are more than welcome. You can organize "Vancouver Junior Chess Championship" every year. After you do that, get ready for the praise and also for critique. All the organizers I know in BC have day jobs, families to take care, when they organize something they are spending their own time and money for something they enjoy. I really look forward to read on CFC website: "Jack Qian - Volunteer of the Year"!

Don't you know there are no Fide rated junior tournaments in BC when you live in Vancouver?
Why are there many Fide rated tournaments in ON and AB, not in BC?
